Budget
Beverly City Budgets 2008-2010
The Beverly City Common Council, and you - the residents of our
City, face the same financial struggles as most of the State during
this difficult recession. You are struggling to do more with less,
and so is the City of Beverly. You make daily decisions regarding
where to put your resources, which bills get paid, which purchases
wait and which projects have to be put on hold for another year.
It is no different for us. The State of New Jersey has cut our aid,
instructed us to use the surplus funds that they once encouraged
us to save for a rainy day, and did it with no warning. Our city,
and the hundreds of others throughout the State, have been plunged
into financial crisis. For small cities like Beverly, the situation is even
more critical. We have a very small commercial base, forcing any loss
of State Aid to either be made up by you - the taxpayer - or by cuts to
the municipal budget which result in a strain on services.
Trimming the budget may seem easy, but the majority of our staff
is already part time and departments have already been cut back as
far as they can be without risking health and public safety. Finding
extra dollars in the budget under these circumstances is almost
impossible. To add to the difficulty of the situation, the Council,
Administrator and staff have been focusing on our renewed efforts
to give the City a facelift and restore the desirability of our City
as a place to do business and invest in the local economy.
Our location, diverse population and small size provides a
unique opportunity to recreate a close knit community that is
a safe haven for families and businesses. However, these efforts
take funding and community support. A big aspect of that support
is having educated residents who understand what we are doing
and why.
Although our staff is small and funding is tight, we are doing
our best to bring you more than clean streets. We also want to
bring you information and the opportunity to work with us as
we take the City of Beverly from a diamond in the rough to a
jewel in Burlington County.
We've hired new staff members who are very experienced at
what they do. They now occupy the Administrator's Office, Public
Works, the Public Safety Director's Office and the Chief Financial
Officer's Office. Improvements have been fast and noticeable in many
areas. Our existing staff members are very capable and add a level
of continuity and familiarity to our offices. All of this contributes
to the positive changes the Common Council have made.

and suggestions. We welcome them and look forward to continuing
to add to the information available to you, as taxpayers, through
